The Fifth Archon Mar 14, 2020 @ 12:26pm. Only some advanced civilized factions (Rome and Selucids come to mind) fighting against civilized walls get them. Barbarian walls are too short for the tortoise to work on. You are going to have to go through all the factions in custom battle and see which ones have the tortoise.

There was no hotseat in Rome 1, only lackluster multiplayer. I did my best to find any means to play hotseat for Rome TW as it was on Medieval 2 TW, but with not much luck.
Greek City States dlc: decent factions, main selling point is Sparta. If you wanna play as Sparta, other two factions are lackluster. Nomadic tribes dlc: fun if you're really good with cavalry. Otherwise it's not. If you use these in multiplayer, you'll probably lose unless you can 1v2 opponents.
